ING. FRANK A. OTCHERE was appointed Chief Executive of GRIDCo in May 2026. Until his appointment, he served as the Acting Deputy Chief Executive (Engineering and Operations). He has over 29 years’ experience in Power System Planning and Operation, as well as in SCADA Systems, etc., working in VRA/GRIDCo.

He is currently also the Chairman of the Power and Fuel Supply Assurance Technical Committee, a technical body set up by the Minister of Energy and Green Transition to ensure enhanced coordination and oversight over fuel supply planning and management in the power sector to strengthen fuel availability and ensure reliability of fuel supply to thermal plants.

He has served as the Chairman of the Power Planning Technical Committee, a technical body set up to develop short, medium and long term plans for the Ghana power system, such as the Electricity Supply Plan, etc.

Ing. Otchere has served as the vice-Chairman of the Engineering and Operations Committee of the West African Power Pool (WAPP). He has also served as a member of the WAPP Regional Grid Code Taskforce and the ECOWAS Regional Electricity Regulatory Authority (ERERA) Taskforce for the review of the Regional Transmission Pricing Methodology.

He chairs the Ghana-Cote d’Ivoire Interconnection Technical Committee and the Ghana-Burkina Interconnection Technical Committee. He has also served as Chairman of the Operating Procedures Review Committee of GRIDCo.

Ing. Otchere holds a first degree in Electrical and Electronic Engineering (BSc. Hons.) from the Kwame Nkrumah University of Science and Technology, and a Masters’ Degree (MPA) in Public Administration from GIMPA.

He is a Professional Engineer in the Electrical/Electronic Technical Division of the Ghana Institution of Engineering.

During the Energy Crisis of 2012 – 2015, Ing. Frank served as a member of the Load Management Committee set up by the then Minister of Energy to oversee the effective management and implementation of the Load Shedding Programme.

Ing. Otchere is a Reverend Minister in the United Denominations of the Lighthouse Group of Churches (UD-OLGC). He is married to Charlotte with whom he has four children, Caleb, Maame, David, and Danielle.
